This is a building as many others, that have businesses/shops and offices on the first floors and then flats further up. This one has a fantastic view on the other side with the new concert house and the estuary in to Stavanger harbour.

Look like especially nice dwellings up top.
It appears to be a great use for an old building.
I find the blue trim to be a nice touch.
