The terraced look makes it less imposing, I think.
I'll bet these are very popular. Everyone gets a balcony and everyone gets a view.

We recently moved into an urban apartment where we live half of the year (in Oregon). So now I always wonder what the inside of other apartments (flats) look like! I do like the outside of this building.
