This is ART on a wall that used to be the library, but for many years now has been the town hall.

That's very nice art, unobtrusive yet beautiful. Paraply? Anything to do with Bernadotte maybe? ;-) When I was in Norway, two times, I mostly didn't need an umbrella, the weather was gorgeous, except in Bergen...

I think the artwork would have been good if it were not for the steel grid on top of it. Good photo, not so good art.

Is the library still there?

No the library is in the Culturehouse, where there also are cafees, a gallery and the cinema, some offices as well as the childrens museum and a few small shops/kiosks.
