It's a plague. Must be what the "P" is all about on the door. :-)
Stupidity is my first assumption.
Because they can and they think they're cool. Here they caught some "boys" doing that on CCTV camera. They were brought in for questioning and now have a court date. Most likely, they'll get fined and maybe some community work.
This is question of million dollars.
