Outside the main bus station, which is also immediately next to the train station.
There is a main bus station building, and some of the buses do depart from there. But these days, the bus station is really spread around the station building, with various stops for the different bus routes.
This seems to be the way that a lot of bus stations evolve in different cities around the world. I guess bus traffic outgrows the confines of station buildings.

Much more chaotic here, there is no central bus station, but many buses stop at the railway station. Or better, as you told, around it...
