As you can see, driving through narrow streets can be a bit complicated. Do you see the corner of the white building to the right? Well, this is not a road open for all cars, just for those who have special permissions.
It is an area with restaurants, bars and nightclubs.
And a lively place in the evenings.

These cities were built long before the car, of course.
In North America, the only city that I can think of off hand that has this sort of issue would be the old section of Quebec City.
